TPO vs Modified Bitumen: Choosing a Low-Slope Roof in Houston

Published · BPC Development LLC

If your building has a flat or nearly flat roof, the replacement conversation usually comes down to two families of material: TPO, a white plastic single-ply membrane, and modified bitumen, an asphalt-based sheet system. Both are widely used on Houston strip centers, offices, warehouses, churches and the low-slope sections of homes. They look different, install differently and age differently, and the right pick depends on the building more than on the brand.

This guide compares the two in plain language so owners and property managers can ask better questions of roofing bidders. It is general information, not a roof assessment or an engineering opinion, and the manufacturer's requirements for the specific product always control. If you are weighing repair against replacement first, our guide to what drives commercial roof repair cost in Houston explains the factors behind a repair scope.

What each material is

TPO stands for thermoplastic polyolefin. The Single Ply Roofing Industry association explains in its Single-Ply Roofing 101 article that TPO and PVC are thermoplastic membranes, resistant to UV, tears, punctures and most chemicals, and that their seams are joined with hot-air welders that melt the plastic and press the sheets together. SPRI calls TPO the fastest-growing segment of commercial roofing, driven by its use in southern climates where cooling costs outweigh heating costs.

Modified bitumen is asphalt that has been blended with a polymer and reinforced with fabric. The Asphalt Roofing Manufacturers Association's page on types of asphalt roofing says the sheets are reinforced with polyester, glass fiber or both, and that the asphalt is generally modified with APP or SBS. ARMA says APP improves resistance to UV light and water and flexibility at high and low temperatures, while SBS offers strong elongation and recovery, which makes it a good fit where the deck may move or deflect.

Layers and redundancy

A TPO roof is usually a single membrane layer over insulation or a cover board. Its strength is in the welded seams and the attachment method.

Modified bitumen is usually built in layers. ARMA's article on asphalt-based low-slope roof systems describes these systems as redundant and multi-layered, with modified bitumen sheets commonly installed over an asphaltic base sheet, and says polyester reinforcement provides good puncture resistance and stands up well to foot traffic. If one layer is damaged, another layer is still underneath.

Installation methods and occupied buildings

How the roof goes on matters a lot on an occupied building in Houston.

If your building has tenants, restaurants or air intakes on the roof, ask each bidder which method they plan to use, how they will control odor, and what fire-safety steps they follow for any torch work.

Heat, reflectivity and Houston's cool roof rules

Houston summers make roof color a real factor. SPRI says most light-colored TPO membranes are ENERGY STAR qualified and Cool Roof Rating Council certified. ARMA notes that modified bitumen can be granule surfaced, finished with reflective options or coated after installation.

The city's code also weighs in. The Houston Permitting Center's roof repair and cool roof guidelines say cool roof provisions apply to commercial buildings, and multifamily buildings over three stories, with roofs sloped less than 2:12 when the roof is part of the building envelope and the work is new construction, a conversion or certain reroofs. The guidelines list qualified materials that range from coatings to modified bitumen, metal and single ply, and cite ASHRAE options such as a minimum aged solar reflectance of 0.55 with aged thermal emittance of 0.75, or a minimum Solar Reflectance Index of 64. In other words, both TPO and modified bitumen can comply, as long as the specific product and surfacing are rated. The same guidelines say roof covering replacements require positive drainage.

Chemicals, grease and rooftop traffic

Roofs over restaurants, shops with exhaust fans, or buildings with lots of service traffic need extra thought. SPRI says PVC, a cousin of TPO, offers excellent resistance to rooftop chemicals including acids, oils and greases, so it is often discussed for kitchen exhaust areas. For any membrane, ask about walkway pads to service paths and rooftop units, and about how grease from exhaust fans will be contained.

Wind and attachment

Houston roofs have to stay attached in tropical storm winds. The FORTIFIED program's roof standard page says low-slope roof systems must be tested for site-specific design pressures to meet its standard. In practice, ask bidders which tested assembly they are installing, how the perimeter and corners will be attached, and what edge metal they will use, since edges and corners take the highest wind loads.

In the coastal windstorm area, the Texas Department of Insurance's windstorm inspection page says most roof replacements and major repairs need an inspection and certificate of compliance for windstorm coverage through the state association.

Permits for a commercial reroof

Inside city limits, a commercial reroof is permitted work. The Houston Permitting Center's commercial roofing permit page covers a new roof or overlay on a commercial structure and lists plan review as required. Ask whether the bid includes the permit, any insulation needed to meet code, and drainage corrections.

FAQ

Is TPO or modified bitumen better for Houston heat?

White TPO is reflective out of the box. Modified bitumen can also meet cool roof rules with a reflective cap sheet or coating. Check the product's rating.

Can modified bitumen be installed without a torch?

Yes. ARMA lists cold adhesive, self-adhered and hot asphalt methods in addition to torch application.

Can a new roof go over my old one?

Sometimes. A recover depends on the condition and number of existing layers, wet insulation and code rules, and the city permit covers overlays.

How do I keep either roof in good shape?

NRCA recommends in its article on the benefits of roof maintenance that owners schedule inspections at least twice a year, in spring and fall, and after severe weather.
