Roof and Gutter Maintenance for Houston Rental Properties

Published · BPC Development LLC

Tenants rarely look up. A cracked pipe boot, a gutter packed with oak leaves or a downspout pouring water against the slab can go unnoticed for months, and by the time someone reports a ceiling stain, the repair is bigger and the unit may be harder to rent. A simple maintenance routine catches most of these problems while they are still small and cheap to fix.

This checklist is written for Houston landlords and property managers with single-family rentals, duplexes and small multifamily buildings. It is general information, not legal advice or a roof inspection. Your lease, your insurance policy and a qualified roofer's findings control the details for each property. If storm season is your main concern, our hurricane prep checklist for Houston rentals covers that side.

Why roof and gutter upkeep matters more on a rental

On a home you live in, you notice drips and stains quickly. On a rental, you depend on tenants to report problems, and many will not mention a small stain until it spreads.

Texas law also gives you a reason to stay ahead. The Texas Property Code's Chapter 92 on residential tenancies says a landlord must make a diligent effort to repair a condition that materially affects the physical health or safety of an ordinary tenant after the tenant gives notice and is current on rent. The same chapter sets a rebuttable presumption that seven days is a reasonable time to repair, depending on the severity of the problem and the availability of labor and materials, and says that for an insured casualty such as hail, the repair period does not begin until the landlord receives the insurance proceeds. Leaks that lead to wet ceilings, damaged wiring or mold can fall into that category, so routine maintenance is cheaper than reacting under a deadline. Ask your own attorney how these rules apply to your leases.

How often to inspect

The National Roofing Contractors Association recommends in its article on the benefits of roof maintenance that building owners schedule maintenance inspections at least twice a year, preferably in spring and fall, with extra inspections after severe weather such as a hurricane, tornado or hailstorm. NRCA also suggests documenting conditions in writing and with photos, removing debris from the roof, and trimming tree branches that hang over it, and it recommends a professional roofing contractor for repairs beyond basic owner maintenance.

For Houston rentals, a practical calendar looks like this:

Roof checklist: from the ground and the attic

Most of this can be done without walking on the roof. Leave roof walking to a roofer with proper fall protection, especially on steep or two-story roofs.

Gutter and downspout checklist

Gutters do more than keep water off the front steps. They move roof water away from the fascia, the siding and the foundation. When they clog or come loose, water overflows behind them and can rot trim and decking.

Standing water in a clogged gutter can also breed mosquitoes. Harris County Public Health's mosquito-borne disease page promotes the three T's: tip, toss and take action, which includes cleaning drains and gutters.

Moisture attracts termites too. Texas A&M AgriLife Extension's guide to subterranean termites lists leaky roofs, air conditioning condensers and poorly maintained gutters as moisture sources that let termites live away from the soil, and it advises inspectors to check roof eaves and gutters for defects that could cause leaks and wood rot.

Coastal properties and windstorm rules

If you own rentals in the coastal part of the region, check whether your repair needs a windstorm inspection. The Texas Department of Insurance's windstorm inspection page says properties in 14 coastal counties and parts of Harris County east of Highway 146 are in a designated catastrophe area. It lists repairs or replacement of gutters, and roof repairs of less than 100 square feet that do not involve decking, as examples of projects that do not need an inspection, while most roof replacements and major repairs do. Ask your contractor how a larger repair will meet the inspection requirements.

Tenant communication

Tenants are your early warning system. At move-in and again each fall, send a short note asking them to report:

Make reporting easy with one phone number or portal, and log every report with the date. If your leases ask tenants to handle any yard or gutter tasks, have your attorney review the wording, since Chapter 92 limits when the landlord's repair duty can be shifted.

Records worth keeping

These records help at renewal time, when selling, and when filing a storm claim. They also make turnovers faster; our make-ready scope of work guide shows how to fold roof and gutter items into a turn.

FAQ

How often should gutters be cleaned on a Houston rental?

At least during the spring and fall checks, and more often under large trees. Clean them after major storms too, since debris washes in fast.

Who is responsible for gutter cleaning, the landlord or the tenant?

It depends on the lease and the property type, but Texas limits how far a lease can shift the landlord's repair duty for health and safety conditions. Have your attorney review any clause.

Can my maintenance tech inspect the roof?

A staff member can do ground and attic checks. NRCA recommends a professional roofing contractor for repairs beyond basic owner maintenance, and anyone walking a roof needs proper fall protection.

What is the first sign of a roof leak in a rental?

Usually a ceiling stain, bubbling paint or a musty smell in a top-floor room or closet. Ask tenants to report these right away with a photo.
